POSIX question

Hi,
this question should go to VMSNET.POSIX but I am not sure if that exists.
My problem is the following: I have a small FORTRAN program that reads
from SYS$INPUT (under VMS) and writes to SYS$OUTPUT. If (under POSIX) I use:
FORTRANPROG.exe < testdata.in > testdata.out
it just doesn't read from testdata.in, nor does it write to testdata.out.
Are only C programs allowed to work that way? Or what's wrong - I RTFM but
didn't find a clue.
Suggestions and comments welcome! Kay
