All I know is that two years ago when i went to Washington to cover the
United Council's efforts with legislators, Kasten's office was the only one
that wouldn't make a concrete statement of effort to increase the grant
portion of grant:loan student supplements. They wouldn't make an
affirmative statement on funding for post-secondary funding at all, for
that matter. Kasten didn't even meet with us; he sent an aide, who 
patiently explained that there were already commitments made to defense
interests.

On the other hand, he sent us all nice letters thanking us for stopping in.
