We have *always* been willing to talk to school districts and libraries
about reduced-rate plans, some included no direct cost for those items which
we supply, to get connected.

But the school or library has to make the first move. We have found that
without initiative on the local level, any such thing is just another
dust-gatherer in the corner. You need an *involved* set of people at the
local level, and this means getting in there and being aggressive.
