Not  necessarily.   It's a matter of State law,
and varies greatly from State to State.

Kentucky for example absolutely will not let you
style yourself "Engineer" if unregistered.

In California any person may title himself
or herself "Electronics Engineer" but not
"Electrical Engineer" (unless registered).

I find it disappointing that so few Engineers such
as myself have chosen to seek registration even
when registration was not absolutely required.
One might hope that some Engineers might choose
to seek registration as a matter of professional pride.

Alas the dark side seems to rule, and we have
pointless harmful rivalry.
