Not since the embargo. AT&T had several connections to Cuba before the
embargo was imposed. Now most of the U.S. to Cuba telephone calls travel
via radio-telephone, since most of the undersea cables have deteriated
over the years. AT&T maintains the facilities in south florida, while
Cuba maintains similar facilities in that country. AT&T also strung a new
cable from south florida stopping at the Cuban territorial limit for the
Cuban telephone company to pick up and carry the rest of the way to Cuba.
It was up to Cuba to supply any equipment needed in Cuba.

It is quite possible to have communications facilities between countries
without the exchange of money.
