Under the present systems, yes it does, but does it really have to ?
What causes the delays in preparing a case ? Underpaid/overworked research 
assistants ? Court room red tape ? Duplicated forensic work ? Deliberate 
procrastination  (for increased fees, or to keep a defendant from serving
"hard time" for a few more weeks or months) ?
