(a) I don't think mathtime exists in bitmap form. You have to buy the
Type 1 fonts (from Y&Y for example).
(b) The usual place for Type 1 fonts is c:\psfonts (and you run one of
the utility programs to refresh MikTeX's database of PostScript
resources after installing new .pfbs)

Probably in c:\localtexmf\tex\latex\jrss

Should

chicago.bst should go in c:\localtexmf\bibtex\bst
and chicago.sty should go in
c:\localtexmf\tex\latex\chicago
and the location of chicago.tex depends on what's in it: if it
is documentation, put it in c:\localtexmf\doc\bibtex
or if it is a plain TeX style file put it in
c:\localtexmf\tex\plain\chicago
(there doesn't seem to be a "chicago.tex" on CTAN)

c:\localtexmf\tex\latex\natbib

Don't forget to refresh the filename databases after installing
your new files!
