Joseph, I teach in a room where there are now windows (and no distractions <g>) but my situation is a bit different in that I can pull back folding doors and let in outside light. I like being able to have a completely dark room. It works well when we are working with Ripple Tanks, doing interference experiments and etc. My room has 14' high ceilings with support beams coming down about 2' so I have a feeling of openness. The rooms are well lit and as I mentioned, we do have access to outside light. This is not a great help in the winter as we rarely see the sun anyway due to all the rain. Out here the Sun is considered a UFO. I understand your concern for ventilation. I have two exhaust fans in the room, one quite powerful. The fans in the building are designed to do a complete air switch every six minutes. I can't give you any regulation information. Our building was built in 1969 and I'm sure things have changed since then. States most likely differ as well.
