This story really struck a strong chord in me.  I had a VERY similar
situation at the University when I first started there.  The reason why I
felt the urge to make a reply to this message was that the circumstances
that finally got my abusive manager away from me and out of our deparment
was the implementation of TQM.  He was among the very first group to be
"redeployed" to another department.

The only trouble with that solution is that the man was never properly
dealt with.  He was just sent off to be somebody else's headache.
