Do you refer to string-table only resource files?

like:
   IDS_SOMESTRING
      "This is the text to be extracted, translated and then imported back"

If that's the problem, it's not so hard to make a routine
that will do that for you...

Once, I made a routine that as input takes a root from which
I searched for all *.RC files through folders/subfolders and
then crypted them (only string parts, of course). The same
procedure started once again decrypted them...


Small digression:

   This remembered me on my *first* task in software company
   I used to work. I had to make a program/utility that opens RC
   stringtable file, and then the user (the girl who knew English better
   than as - coders) was intended to correct our translations and then
   position the cursor in the string field and then press a button that
   invokes our custom message box with the text under the cursor
   as body. That was importan because the boss wanted every text
   to be wraped on the most appropriate place, so the girl was told
   (tought) to place '\n' at the places where she thought that was the
   most pleasant for eye :)
