A word of unsolicited advice to your sister: (and anyone else in the same situation) Be sure to make all communications in writing when working out this problem. If voice conversation is necessary, followup with a letter reiterating the conversation. Most credit card agreements clearly state that you give up all your consumer rights when you do not put everything in writing. Registered mail is probably also a good idea. Hope it works out for her.
