In fact, if I was an average user maybe I wouldn't care for looking
at the URL, then even IF I knew that CCSI meant something like that,
there would be no way that I could have known that CCSI even popped
up in the URL, since I never would have seen the URL (as it is possible
to 'hide' the URL from the user for most browsers).

I don't agree with your 'TV advertisement' comparison. TV has 
dedicated channels, and with these channels you can determine the
intended audience based on the source of the channel. In the case
of the web, if you don't specify a target audience you are saying
that it has non-geographical implications - as the internet is
international - you are not just advertising in just one country let
alone a continent!. Therefore why should someone in Australia think 
any differently than I did? It is the responsibility of the advertiser
to ensure that the reader/viewer knows these details, otherwise they 
are leaving the door open for assumption.
