Not familiar with NCIA's solution, but I do not believe that CISCO's CIP
supports TN3270E yet. Apertus Technologies (http://www.apertus.com) has a
data center ready, fault tolerant solution for "E" in either turn key or
software. There are references on the web page, I believe, or drop me a
line and I can ask for your part of the country or industry.
