In the past, I've used a package called 'a2ps' which converts ascii to 
postscript.  It can be ftp'd from rigel.acs.oakland.edu and can be found in
pub/unix-c/postscript/a2ps.tar-z.

a2ps allows you to set your paper margins at compile time.  For legal size
paper, I use "-DHEIGHT=14.0 -DWIDTH=8.5 -DMARGIN=0.5 -DLEGAL" - look in the 
Makefile for the first three options.

To access the lower tray on our HP laserjet IIId (which carries legal size
paper on the lower tray), I had to include the following code toward the 
bottom of a2ps.c:

       #ifdef LEGAL
		  printf("statusdict begin\n");
      	  printf("1 setpapertray\n");
          printf("end\n");
       #endif

I'm not sure whether this postscript header is HP specific but it does work
on our system :-)
