basic wav player software?

Can anyone recommend a basic wav player software package - apart from CD 
player that comes with windoze?
All I want to do is to be able to replay parts of a wav file. The need 
is in the fine control for replaying.
For example - listening to a wav file - and I think - whoa, want to 
listen to that last bit again - need to be able to accurately rewind 
just a couple of seconds.
