This works if you know exactly what you want, but e.g., a small
buisness setting up a transaction processing system may not know
enough to order specific systems. That's where a techincal sales
group is helpful.

I disagree completely. In a recent bit on a package that DEC lists for
$125,000, the local VAR bid was significantly lower than the
University discount --- enough lower that I could buy a larger, more
featureful system.
