Well I was able to answer my own question this morning.

Even though in some places the documentation says you can use your old
password, and even though it says that if you are upgrading your password
is on the license certificate included with the upgrade but wasn't, YOU
NEED A NEW PASSWORD.

I called WRI this morning and got it.
