As a developer on WindowsNT 3.5 and 3.51, I'm not sure it is faster than WindowsNT 3.1, but it is certainly fast enough, as long as you have at LEAST a 90 mHz Pentium, 32 Mb of memory, 256k cache, and a couple of gig of 9 ms disk drive setup with 200 Mb of virtual memory.
