Yes.

To allow automated transformation from HTML 2.0 to the ICADD DTD in
support of Braille, large print and voice synthesis.

In order to have a single generic transformation program, vs a program
for every DTD, they should be in the DTD. The "inferred" method would
probably use the LINK feature of SGML. LINK is not widely supported at
the current time but when it is, I expect that it will be used.

ISO 12083, the former AAP DTDs have the attrs as do most modern or newer
DTDs.

The impact is truely minimal to non-existent (non-measurable).

IETF works pretty much by participation and consensus. They were very
nice about adding the SDA attributes this late in the process.

It's best to look at the archives of the HTML working group, please see
http://www.hal.com/~connolly/html-spec/index.html for starters and
pointer to archives etc. Also see gopher://gopher.ucla.edu and select
InfoUCLA access for people with print impairments.
>Clearly I'm missing something - I'm looking forward to illumination.
SDA & ICADD aren't perfect, yet :), but they're the best we have for
making structured info available in usable accessible formats. It's a
very good thing that soon all valid HTML 2.0 info will be able to be
algorithmically/programatically transformed to ICADD. I expect that
ICADD->Braille, large print and voice synthesis tools will pop up on the
internet shortly.
