The're too bright because they're using crappy American optics, and no one
in the US ever seems to aim their lights properly (or even know which
lights to use, look at all those ignoramuses driving around with their
auxiliary lighting on all the time---frequently also not properly aimed).
If/when Euro-spec lights become legal you won't have this problem. The
Euro low beams seem even brighter than US halogens to the driver of the
car but to anyone outside the car, they don't look very bright at all. In fact
they work so well you practically never need brights. This is due to the
much better reflector optics, and the type of bulb the European systems
use.
