shell mode question

Using an interactive inferior shell with emacs 18.57.13, I get the
following messages after doing "M-x shell":

Warning: no access to tty (Bad file number).
Thus no job control in this shell.
rob@xyzoom 12:52 ~ 70> 

...and I get the message "Can't open /dev/tty" when I try to run
interactive programs like rn, mush, etc.

Is this normal, or is there a way to fix?  The shell is tcsh.
