I can't speak for either side.  From what I know (pulled from sources as diverse
as the WSJ and Il Manifesto), there are certain jobs (not a majority) which have
a numerical quota, rather than a time quota.  However, with productivity
advances, this means that some of the people are able to finish their daily
quota in 4-6 hours.  After that, they are allowed to go home or to earn
overtime.
