About the time I started working in the restaurant industry, restaurants began
instituting no-smoking sections for the comfort of their nonsmoking patrons.
They did this because of market forces -- no government forced them to do so.
Some of them didn't quite do it right, whether it was due to lack of venti-
lation or whatever, but others did.  About the time they all started figuring
it out Big Brother stepped in.
