Bush Declares Evacuation Victory -- Cindy Sheehan has left Crawford

George W. Bush, who spent two days last week using military people as
backdrops for his photo-ops in his war against weepy mothers, won the
public relations battle that occupied him Tuesday and Wednesday. Cindy
Sheehan surrendered to the high-priority blitz staged by the president
who utilized triple the costs he had spent for saving New Orleans
drowning citizens on the same Tuesday and Wednesday. Soldiers and
sailors stood around on Tuesday-Wedneday instead of mobilizing to help
anybody other than Bush himself.

So anyway, here's my inspired five point plan to wage war against this
disaster:

   1. Publicly restate the obvious.
   2. Get my ass and a phalanx of photogs within inches of the
Louisiana Stenchzone so that I can survey the brutal damage and
humanity up close - but not so close that my dress shoes get scuffed.
   3. Briefly struggle to empathize with the suffering of the victims,
then give up, grit teeth, and find my special strong, silent "John
Wayne" place. Hang loose there for a while.
   4. Sell out the Federal disaster response agencies and bean counters
I had four years to streamline. And by streamline, I mean "Play Three
Card Monte With Billions."
   5. Pray. Pray that folk will forget this teeny widdle environmental
disaster toot sweet, and pray that we find more imaginary dinosaur bone
sludge that we can whip into vroom juice.

It was a State's rights issue you Liberal Gull. Feds couldn't come in
until the Governor of LA asked for help. Since the President had already
declared all the Gulf States a disaster area two days before the Hurricane
Struck, aid was immediately available. LA Governor had 6,500 National Guard
at her disposal, but had only activated 2,000, but she still could have
asked for the Feds to come in immediately. Up in Baton Rouge, she
hesitated. So you come in here crying a river of State's rights all the
time, but this is one time, where State's rights, combined with a Governors
indecision, cost a lot of lives. Plus, as I've said before, I'd never build
or live in an area under sea level; even if the levee's had been built to
Amsterdam specifications, it would not have stopped a tsunami. Bad news
about rebuilding New Orleans, is what will happen if a tsunami, or the next
New Madrid Fault earthquake hits and shifts the flow of the Mississippi? I
can understand people building below sea level in the days of the French
before they knew better; but how many more times will we have to bail them
out? I'm not without compassion, but its sheer stupidity to keep rebuilding
a city that is below sea level and surround by the Gulf on one side, a lake
on the other, and the Mississippi River; talk about a triple threat! People
saw this threat coming for decades, and no one was willing to say the
obvious that no one should be living in mass below sea level because it
wasn't politically popular.

And when Bush made the declaration FEMA trucks should have rolled from
all over the country to get there just after the storm passed. Below
is the text from the DHS web sites describing the proactive steps
the president s to take.

Bush failed us before the hurricane, during the hurricane and after the hurricane.

Where is AWOL Bush?

[1] BBC News has learned that FEMA officials deliberately prevented
major convoys of heavy lorries carrying water, food, medicine, and
other supplies essential for the survival of victims, from
reaching towns and cities suffering in the aftermath Hurricane
Katrina. When the first FEMA lorries began to arrive today, BBC
reporters said "this is the first time we've seen this sign,"
pointing to the "FEMA" signs displayed on white A4 cards in the
windscreens of the lorries. "This lorry driver loaded his truck
on Monday but his bosses prevented him from coming here to these
people until today." (BBC News 24, Sat, 3 Sep 05, 12:41 GMT.)

  Emergencies & Disasters
  Preparing America

In the event of a terrorist attack, natural disaster or other
large-scale emergency, the Department of Homeland Security will
assume primary responsibility on March 1st for ensuring that
emergency response professionals are prepared for any
situation. This will entail providing a coordinated, comprehensive
federal response to any large-scale crisis and mounting a swift and
effective recovery effort. The new Department will also prioritize
the important issue of citizen preparedness. Educating America's
families on how best to prepare their homes for a disaster and tips
for citizens on how to respond in a crisis will be given special
  attention at DHS.

[3] http://www.dhs.gov/interweb/assetlibrary/NRPbaseplan.pdf

The National Response Plan was accepted and implemented by Bush
Administration in December 2004. According to the PREFACE, President
Bush, "directed the development of a new National Response Plan (NRP)
to align Federal coordination structures, capabilities, and resources
into a unified, all discipline, and all-hazards approach to domestic
incident management. . . .The end result is vastly improved
coordination among Federal, State, local, and tribal organizations to
help save lives and protect America's communities by increasing the
speed, effectiveness, and efficiency of incident management."

Efforts by Chertoff and other Administration spinmeisters to pin the
blame on the delayed response on State and local authorities does not
hold water. Although the NRP recognizes that State and local
authorities have a responsibility to ask for help, the NRP correctly
provides a provision to take proactive steps to deal with a threat. On
page 43 of the NRP the section is titled, "Proactive Federal Response
to Catastrophic Events" (which I have copied and pasted below:

The NRP establishes policies, procedures, and mechanisms for proactive
Federal response to catastrophic events. A catastrophic event is any
natural or manmade incident, including terrorism, that results in
extraordinary levels of mass casualties, damage, or disruption
severely affecting the population, infrastructure, environment,
economy, national morale, and/or government functions. A catastrophic
event could result in sustained national impacts over a prolonged
period of time; almost immediately exceeds resources normally
available to State, local, tribal, and private-sector authorities in
the impacted area; and significantly interrupts governmental
operations and emergency services to such an extent that national
security could be threatened. All catastrophic events are Incidents of
National Significance.

Implementation of Proactive Federal Response Protocols

Protocols for proactive Federal response are most likely to be
implemented for catastrophic events involving chemical, biological,
radiological, nuclear, or high-yield explosive weapons of mass
destruction, or large magnitude earthquakes or other natural or
technological disasters in or near heavily populated areas.

Guiding Principles for Proactive Federal Response Guiding principles
for proactive Federal response include the following: Y The primary
mission is to save lives; protect critical infrastructure, property,
and the environment; contain the event; and preserve national
security. Y Standard procedures regarding requests for assistance may
be expedited or, under extreme circumstances, suspended in the
immediate aftermath of an event of catastrophic magnitude. Y
Identified Federal response resources will deploy and begin necessary
operations as required to commence life-safety activities. Y
Notification and full coordination with States will occur, but the
coordination process must not delay or impede the rapid deployment and
use of critical resources. States are urged to notify and coordinate
with local governments regarding a proactive Federal response. Y
State and local governments are encouraged to conduct collaborative
planning with the Federal Government as a part of "steady-state"
preparedness for catastrophic incidents.

Implementation Mechanisms for Proactive Federal Response to
Catastrophic Events The NRP Catastrophic Incident Supplement
(described in the Catastrophic Incident Annex) addresses resource and
procedural implications of catastrophic events to ensure the rapid and
efficient delivery of resources and assets, including special teams,
equipment, and supplies that provide critical lifesaving support and
incident containment capabilities. These assets may be so specialized
or costly that they are either not available or are in insufficient
quantities in most localities.

The procedures outlined in the NRP Catastrophic Incident Supplement
are based on the following: Y The pre-identification of Federal assets
and capabilities; Y The strategic location of pre-identified assets
for rapid deployment; and Y The use of pre-scripted mission
assignments for Stafford Act declarations, or individual agency
authority and funding, to expedite deployment upon notification by DHS
(in accordance with procedures established in the NRP Catastrophic
Incident Supplement) of a potential catastrophic event.

Agencies responsible for these assets will keep DHS apprised, through
the HSOC, of their ongoing status and location until the JFO is
established. Upon arrival at the scene, Federal assets will coordinate
with the Unified Command, the SFLEO, and the JFO (or its forward
elements) when established. Demobilization processes, including full
coordination with the JFO Coordination Group, are initiated either
when the mission is completed or when it is determined the magnitude
of the event does not warrant continued use of the asset.

While the Bush Administration is to be commended for coming up with a
plan for dealing with terrorism and large scale disasters, it must be
condemned for its abject failure to implement the NRP. And, specific
heads must roll starting with Michael Chertoff and the head of FEMA.

Too bad this buffoon didn't realize that a hurricane does leave tons
of debris on the roads after it leaves. Of course, the magic pixies
could have waved their wands and miraculously made all the debris
disappear, but no one thought to ask...

Instead, they removed the debris from all the roads the old-fashioned
way... with bulldozers and backhoes and man power... After all the
debris was removed, the trucks could get into the city.

What a concept.... Too bad dumbassed liberal journalists cannot figure
it out...

It was hard work. And the blocked roads kept
helicopters from lowering water and food to people
stranded at the Convention Center and at the Superdome.

I suppose so. It's obviously what Bush thought would happen.

...But it sure seems to me that it would be easier to do it with people.

Gee, the military has the people and equipment to do that; I wonder why
the president-inept didn't think to send *them* in.

If she asked for the The Guard, they could NOT come in as law enforcement,
only as rescue. She needed troops who could keep the peace.

No, the fact that all available helicopters were in use rescuing people
who were still holding on to trees near death and those clinging to
rooftops kept them for lowering food to the people at the convention
center and the superdome. The choppers that were flying in close to
the center of the city trying to rescue people there were being shot
at, which didn't help much, either.

My heart goes out to the folks at the Superdome and the convention
center - but they were at least alive and dry. In a disaster of
biblical proportions like this, the initial priority is to rescue and
save those near death rather than improve the comfort of the living -
sorry to burst that liberal wet dream your clinging to.

Presidents NEVER take "vacation" you simpering, mewling little nutless

You have a cite for that?

"All available" could mean six or seven actually in use,
while the feds were holding out hundreds.

One helicopter was shot at.

I hope that you can understand that these people felt
betrayed and abandoned by the BU$H administration.

While the Big Easy drowed, The Big Easy President was on vacation.

What wet dream are YOU clinging to?

the one that says it was OK for BU$H to vacation for three days
during "a disaster of biblical proportions like this."????

What was DumbYa doing while horsey-riding or bruch-clearing?

He was horsey-riding or bruch-clearing.

He wasn't leading the nation.

He was on vacation.

FEMA, the federal agency that is supposed to handle

the storm had passed. His crews plucked hundreds of
people off rooftops, but when they delivered them to

"no structure, no organization, no command center,"
  Tarchick told NEWSWEEK.

Bush's Team failed America during 9/11,
and they failed the again in the Katrina situation.

What will happen if we are confronted by yet another

"The Vacation President" Sets a New Record for Vacation Days
DURING HIS FIVE WEEK VACATION!

Vacationing Bush Poised to Set a Record
With Long Sojourn at Ranch, President on His Way to Surpassing Reagan's Total

By Jim VandeHei and Peter Baker
Washington Post Staff Writers
Wednesday, August 3, 2005; A04

WACO, Tex., Aug. 2 -- President Bush is getting the kind of break most
Americans can only dream of -- nearly five weeks away from the office,
loaded with vacation time.

The president departed Tuesday for his longest stretch yet away from the
White House, arriving at his Crawford ranch in the evening for a stretch
of clearing brush, visiting with family and friends, and tending to some
outside-the-Beltway politics. By historical standards, it is the longest
presidential retreat in at least 36 years.

The August getaway is Bush's 49th trip to his cherished ranch since
taking office and the 319th day that Bush has spent, entirely or
partially, in Crawford -- nearly 20 percent of his presidency to date,
according to Mark Knoller, a CBS Radio reporter known for keeping better
records of the president's travel than the White House itself. Weekends
and holidays at Camp David or at his parents' compound in Kennebunkport,
Maine, bump up the proportion of Bush's time away from Washington even further.

Bush's long vacations are more than a curiosity: They play into
diametrically opposite arguments about this leadership style. To critics
and late-night comics, they symbolize a lackadaisical approach to the
world's most important day job, an impression bolstered by Bush's
two-hour midday exercise sessions and his disinclination to work nights
or weekends. The more vociferous among Bush's foes have noted that he
spent a month at the ranch shortly before the Sept. 11, 2001, attacks,
when critics assert he should have been more attentive to warning signs.

To Bush and his advisers, that criticism fundamentally misunderstands
his Texas sojourns. Those who think he does not remain in command, aides
say, do not understand the modern presidency or Bush's own work habits.
At the ranch, White House officials say, Bush continues to receive daily
national security briefings, sign documents, hold teleconferences with
aides and military commanders, and even meet with foreign leaders. And
from the president's point of view, the long Texas stints are the best
way to clear his mind and reconnect with everyday America.

"I'm looking forward to getting down there and just kind of settling
in," Bush told reporters from Texas newspapers during a roundtable
interview at the White House on Monday. "I'll be doing a lot of work. On
the other hand, I'll also be kind of making sure my Texas roots run deep."

"Spending time outside of Washington always gives the president a fresh
perspective of what's on the minds of the American people," White House
press secretary Scott McClellan told reporters Friday. "It's a time,
really, for him to shed the coat and tie and meet with folks out in the
heartland and hear what's on their minds."

Just as Bush has made these August trips a regular feature of his
presidency, so, too, have Democrats made a tradition of needling him
about them. This year, opposition politicians are tying his departure
from Washington to the CIA leak case that has swept up his top adviser,
Karl Rove.

"The White House stonewalling operation is moving to Crawford for the
dog days of summer, but they can't hide from the legitimate questions
dogging the president and his refusal to keep his promise and fire Karl
Rove," said Josh Earnest, a spokesman for the Democratic National Committee.

Presidents have often sought refuge from the pressures of Washington and
from life in the White House, which Harry S. Truman called the crown
jewel of the American prison system. Richard M. Nixon favored Key
Biscayne, Fla. Bush's father preferred Maine. Bill Clinton, lacking a
home of his own, borrowed a house on Martha's Vineyard, except for two
years when political adviser Dick Morris nudged him into going to
Jackson, Wyo., before his reelection because it polled better.

Until now, probably no modern president was a more famous vacationer
than Ronald Reagan, who loved spending time at his ranch in Santa
Barbara, Calif. According to an Associated Press count, Reagan spent all
or part of 335 days in Santa Barbara over his eight-year presidency -- a
total that Bush will surpass this month in Crawford with 3 1/2 years
left in his second term.

"The Oval Office is wherever the president of the United States is,"
said Kenneth M. Duberstein, who was Reagan's last White House chief of
staff. "With the communications being what they are, the president can
communicate instantly with whomever he wants anywhere in the world."

Bush will not return to the White House until after Labor Day, but his
staff has peppered his schedule with events to dispel any impression
that he is not on duty. He will visit at least seven states, mostly with
quick day trips, including New Mexico, where he plans to sign energy
legislation into law. He gets off to a quick start this week, with a
speech Wednesday in nearby Grapevine, Tex., then he plays host to
President Alvaro Uribe of Colombia at the ranch Thursday. His schedule
is clear Friday through Sunday.

At some point, Bush told reporters Monday, Secretary of State
Condoleezza Rice and Defense Secretary Donald H. Rumsfeld will visit for
consultations. "I have a busy couple of weeks down there," Bush said.

But he will make time for fun, or at least his idea of it. Bush rarely
takes the type of vacation one would consider exotic -- or, to some,
even appealing. His notion of relaxation is chopping cedar on his ranch
or mountain biking through rough terrain, all in 100-degree-plus
temperatures in dusty Texas where crickets are known to roast on the
summer pavement. He seems to relish the idea of exposing aides and
reporters to the hothouse environment.

"I just checked in with the house -- it's about 100 degrees," he told
reporters Monday. "But no matter how hot it gets, I enjoy spending time
in Texas."

Baker reported from Washington.

NeoCondee will be buying $1,000 shoes on Fifth Ave.
Rummsey will be playing "Lead Soldiers" in the basement

To get in "where"? It's the governor's responsibilty to call in the NG
during a weather disaster, not the responsibility of the president.

No, I'm afraid I don't. But then I'm not the one making a claim that is
contrary to all evidence.

Mike is just upset that Bush wasn't down there from day one,
personally throwing sandbags on the levee. Anything less than that
isn't enough.

I'd've settled for military assistance arriving sooner than 4 days after
the hurricane.

If it comes down to only mere incompetence, I really can't say I'd be
offended or surprised. The Bush administration has a long history of
incompetence.

What a great rationalization you Bush apologists have come up with:

"He's not the only one who fucked up!"

Bush seems to have a sign on his desk that says, "The buck
stops....somewhere over there."

I'm referring to the Army and Navy, not the National Guard, but since
you bring up the subject....

...It would have been helpful if 30% of the Louisiana National Guard and
50% of its equipment hadn't been 7,000 miles away.

The coast guard was plucking people out of trees and from rooftops
within hours after the storm.

What was slow was the evacuation - but at least those people at the
superdome and at the convention center were on relatively dry ground.
The lives of those needing rescue takes priority over moving those who
are uncomfortable, particularly when the routes to get in to the city
are impassable.

Where's the part that says the president supersedes the governor in

I don't know who you've been talking to, or what drugs you're on, but
Bush didn't fuck up at all. Period. The president did his job, as did
FEMA, as did all over federal agencies involved. An emergency was
declared. An evacuation was ordered. People refused to leave. NOT
Bush's problem.

You can stop lying now. 5,000+ national guard were staged days before
the storm. Not even with a magic wand and the clicking of heels can the
guard part 25 feet of floodwaters. You can quit with the Iraq strawmen,
as it just makes you look more buffoonish than normal.

Your welcome.

What "claim" is contrary to all evidence? Certainly not the fact that

Prepare yourself for this little shocker, Torres, but if the next
terrorist attack involves the flooding of a major city, submerging 90%
of it under water...people are gonna die.

You probably might want to start crying about it now, because neither
the Feds, or Bush, or FEMA, or Clinton, or ANYONE alive now has figured
out a way to part floodwaters and make impassable roads immediately
passable. Sorry. It's called reality. Try living in it.

You can't figure out what your own claim was by reading back a few posts
and *I'm* the stupid one? Of course, the fact that you have to resort
to ad hominems when you can't support your own claims is pretty telling.

"Holding out" choppers? Yeah, that's it! Brown and Chertoff were
there on the helo pads telling the pilots to wait a few more hours
because not enough black people had drowned yet!

Cuckoo! Cuckoo!

That's amazing that you have verified only ONE chopper was shot at,
particularly when it was reported not only by numerous piots, but it
was even brought up by NOPD during one of their earlier conferences.

Be that as it may, even it were true that "only one" chopper was shot
it, the dynamics have immediately changed, because none of the other
pilots now if they will be shot at next, and now there's a whole new
security requirement in trying to assist the victims. As just an
example, the recent incident involving the Army Corps of Engineers
being shot at on Danziger bridge by a gang of armed looters - LUCKILY,
they had an armed police escort who fired back, killing two, wounding
and arresting the others.

> I hope that you can understand that these people felt

And I hope you understand that fantasy delusions are just that -
fantasy delusions. The feds, who had to overcome not just 25 feet of
floodwaters and impassable roads, they had to overcome an incompetent
mayor and governor who had refused to implement their own evacuation
plan.

> While the Big Easy drowed, The Big Easy President was on vacation.

Liar, liar, pants on fire. Presidents don't take vacations. Except
for that 8-year vacation Clinton took, but he was, um, "unique" in
having a level of incomptence heretofor unseen in Amercan presidents.

As I said, presidents don't take vacations. They travel from one
location to another, but being the president follows. The president
was on scene faster than I expected, actually - it was still an
unsecure city mostly submerged on his first visit....bravo zulu, mr.
president.

It really is sad that my tax dollars are used to provide computers to
drooling morons like you. Go back and reread your own posts, nutball.
I didn't make any claims...YOU made a claim, and I refuted it. Find
someone who can educate you about the English language, because you are

WHOOPSIE! Liar, liar, pants on fire. B1 covers the role of
FEMA...where's the part that says the Governor is NOT repsonsible for
calling out the national guard in a hurricane?

Begin.

Okay, I'm a drooling moron with no knowledge of the English language.
How does that make you any less wrong?

If I got tax money to help pay for my computer (and I don't know how
even you managed to pull that one from your ass), that's news to me. But
then, I guess you don't have a history of actualy making substantiated
claims.

Less wrong about your bullshit, Sherlock. I can't be blamed if you're
going to spew poo and then not grasp the absurdity of it, especially if
all you're going to do is play stupid when people call you on your crap.

Mushhead: I don't have the time to play LawyerBall with you. I'm heading
down to Reliant Park to try to help clean up ShrubCo.s mess.
However.....
Gov. Blanco DID deploy her depleted Guard units ( the ones who weren't
acting as muscle for the ShrubCo hostile Takeover of Iraq ) AND she asked
Hesitant Bush
to put down the guitar and 'Bring it on'. Note the date.
BATON ROUGE-Today Governor Kathleen Babineaux Blanco forwarded a letter
to
President Bush requesting that he declare an emergency for the State
of
Louisiana due to Hurricane Katrina. The full text of the letter
follows:

      August 27, 2005

      The President
      The White House
      Washington, D. C.

      Through:
      Regional Director
      FEMA Region VI
      800 North Loop 288
      Denton, Texas 76209

      Dear Mr. President:

Under the provisions of Section 501 (a) of the Robert T. Stafford
Disaster
Relief and Emergency Assistance Act, 42 U.S.C. 5121-5206 (Stafford
Act), and
implemented by 44 CFR 206.35, I request that you declare an
emergency for
the State of Louisiana due to Hurricane Katrina for the time period
beginning
August 26, 2005, and continuing. The affected areas are all the
southeastern
parishes including the New Orleans Metropolitan area and the mid state
Interstate
I-49 corridor and northern parishes along the I-20 corridor that are
accepting the thousands of citizens evacuating from the areas
expecting to be flooded
as a result of Hurricane Katrina.

      -

      Snippage>>>>>>>

FOUR days later, after holding the whole response up so that he could
finally make it to the PhotOp, the Hesitant strolled in to hug a few
ringers, and 'splain that it's hard work.....

There's more, but you already know that......Moran.

Gotta go, there are lots of ShrubCo victims to attend to......

The Govenor has refused to allow the Guard to be federalized and put
under a unified command structure as well as hired outside consultants
to do relief efforts thus hampering a unifed relief effort.

The blame lays with the Govenor and Mayor who failed to act according to
the plans that were inplace to advert such tragedy that has occurred.
The are the ones who acted too slowly. The had all the federal help at
their disposal if that asked for it. The federal Goverment can not
upsurp local jurisdiction when a natural disaster strikes. The only
time Federal Government takes over efforts is when the local authorities
relinquish authority to the Feds.

The Govenor of Lousiana is at fault for that. She is the one who is
incontrol of the National Guard. She only activated 2,000 members with
thousands more available. It was not until the 31st of august did the
Govenor ask for more troops from the Guard. On September 1st the Guard
sends in an additional 30,000 troops to the area. On September 3rd the
guard send 10,000 more troops and the guard and the Govenor asks for
some regular army troops in which 7,200 are dispatched to the area. Now
you have more than 40,000 troops at hand.

Your Time Line is flawed and wrong.

Hurricane did not come until Monday. The Dike walls/leeves on the
canals did not break until Tuesday. The President leaves Crawford for
Washington to deal with the Hurricane issues on Tuesday as well.

Great response timing from the President
